SPS DAO Governance Proposal - Streamline Petty Cash Expenses
This proposal extends discretionary authority to the project manager for DAO expenses less than US$5000. This proposal is in response to stakeholder feedback seeking to avoid lengthy governance processes for minor DAO expenditures.
Proposal
If this proposal passes the SPS DAO will allow the SPS DAO Project Manager to make discretionary decisions for spending amounts up to $5,000 for DAO related business as needed. The SPS DAO Treasurers will be able to approve these transactions without the need to run additional proposal.
The SPS DAO Project Manager will document any funds spent in this manner publicly on their monthly invoicing post on the HIVE blockchain.

This proposal was created based on requests and feedback from top SPS stakeholders. For illustrative purposes:
If the proposal passes, the first expected use of any discretionary funds would be for the SPS DAO to buy 2,000 of the Pickle Promo cards, since it has 2,000,000 staked SPS. The DAO would also purchase Alchemy and Midnight Potions as well. Additional expenses may include things such as purchasing and maintaining subscriptions on the DAO's behalf, like X premium for the SPS DAO account or paying for website hosting fees and buying domains for the new DAO website. I've already paid for the first year of these three services myself, but going forward the DAO should be paying for things like this.

I would propose a set of approved types of spending. $5000 is a fairly large transaction amount to call petty cash IMO while being this open-ended. I can appreciate the idea behind the proposal, but it leaves a lot of abuse cases open in the future. I am sure you have a ton more info already lined up to provide when this becomes a proposal.

Would there be an quarterly or annual audit on petty cash purchases?
If I approved any kind of spending of the DAO's money on anything and the Treasurers approved it, I would be putting on the monthly invoices as stated above. So far the only examples I have are that I've spent a few hundred dollars on services for the DAO as mentioned above. The reason for the proposal is some people feel it's a waste of time to have to run a proposal to have the DAO do things like buy promos. Whether or not you guys choose to support this is up to you.
Do you actually have to spend in the region of $5,000 frequently? Perhaps a lower number would be better?
Also, what could prevent a crooked manager from issuing shedloads of payments to questionable sources or to themself?
The original request was for what you see above plus a personal discretionary fund. Myself and the foundation guys felt that was too much. If the DAO wants to empower me and the treasurers to make discretionary expenditures of less than a tenth of a percent of the DAO's holdings, that's up to the DAO to do so. Personally I think you'd be hard pressed to convince me to spend much of anything as I'm extremely fiscally conservative. If the DAO chose to replace me with someone else, I can't say how they'd handle it.
I have no doubt about you, @clayboyn, none at all, but this opens the door to possible abuse that it seems wiser to keep shut.

why would the dao buy pickle promo cards? for what purpose? and potions too, for what?
This is bad, removes some SPS utility and 5k isn't petty cash.
