Loyalty is important when both parties participate, and it makes for long lasting work relationships. However, it's becoming less and less a common situation. These days people will switch jobs as soon as a new one offers them a lot more money. And once they are there they start searching for the next golden goose.

It's a shame that Italy did that to so many young people in the 90's and early 2000's. It was wrong and businesses will take advantage of anything that gives them free labor. You are right though, the public sector is where the laziest employees work. Why? Because they don't get fired for being lazy. As a result government is expensive and inefficient. It's seems to be that way everywhere sadly. Great post!

On the one hand, companies are taking advantage of legislative loopholes, on the other, workers themselves no longer have any trust or interest in remaining loyal.
