The only way to get Fans is to buy card from the market place the cheapest card that you can obtain for 10Fans is around 800 - 1000 Starbits depending on the stat.
or by opening the card pack which is 10k Starbits per pack. This will give you a rare card and two common cards randomly.
There is another way to get the card tho, you should join the giveaway from the Rising Star community player.
