50 / 50 by far the best of the three given proposals.
However, I would even ramp it more up in favor of regular foil, like 60 regular / 40 gold foil.

For sure. The options should have been 70/30, 60/40 and 50/50 for RF vs. GF. Let's not forget that GFs can be used in RF tournaments, which means that anything exclusive to GFs is already a bonus.
