I heard that the minimum rental price is now 1 Dec - tell me if this rule is already in effect or not yet?

As far as I now it is not effective yet. Actually, I am not renting too much and I have sold my excessive cards in most of the cases. You check yourself. But the good thing for custom set is that you need only 1 DEC to list your all card in the set which is a good thing here. No worries about voting.
