this is all based on fact sheet, they send it in advance for us to feel the excitement.
although this is not confirm yet (release date) they will be having a town hall:
"Conclave Arcana Reward Card System Discussion" for Tuesday October 7th at 11:30am EDT.
After town hall we will get to know more about this new reward set and the fortune draw.

Introducing the most exclusive cards yet: Black Foil and Arcane Variant versions of the Conclave Arcana set!
Ultra-Rare: These cards are pre-minted and cannot be found in chests or draws.
How to Win: They can only be won through the new weekly Fortune Draw event.
Weekly Prizes: 76–78 unique Black Foil, Gold Foil Arcane, or Black Foil Arcane cards will be given away to lucky winners each week for 53 weeks.
How to Participate in the Weekly Fortune Draw
Follow these steps for your chance to win the rarest cards in the game.
- Get Your Fortune Draw Pass
A pass from a Spellbook holder is required to participate. It costs 125 DEC per week and grants you entry into the weekly draw.
You must purchase a pass before a draw begins for your entries to count for that week.
Multiple Weekly Passes can be pre-purchased for up to 53 weeks.
- Earn Fortune Draw Entries
The Main Method: Ranked Wins! Win 5 ranked battles (Modern or Wild) to earn a batch of entries. You can do this up to 3 times per day.
Other Methods: You can also get entries from Loot Chests and purchase them in the Glint shop — starting at 2000 Glint per Fortune Draw.
- The SPS Stake Factor (Very Important!) The number of entries you get from your 5 ranked wins depends on two things: your League and your total staked SPS (owned + delegated to you).
Your League determines the base number of entries you can earn.
Your Staked SPS determines the maximum cap on entries you can receive. You will get the lower of the two values.
