That's not too crazy a level of Vest I don't think! So is that not quite maxed cards? like L3 legendary for example..?

All cards are at the maximum level, not counting new (locked) ones. I rent 3-4 legendary gold cards. I don't buy legendary gold cards myself, they are expensive.
They are, good for land though!
