Good question! According to Elaine who did a case study on this question found that it does not matter what time and amount of sun.

However, I personally wouldnt do it in the summer in direct sun when over 105-110 F. Essentially, it is more important to not let the tea brew longer than it should brew causing loss of oxygen and anaerobic conditions or to have tea sitting around when ready as microbial life dies rapidly.

Also note that a well brewed tea will be primarily microbes (aerobic) and the food sources will be or should be consumed so there shouldnt be any concerns about that.

Also I used minimal food. ie 1ml of molasses per gallon or 1 ml of fish hydrolysate per gallon. Also add the foods first. Too much food can deplete the oxygen in the brew causing anaerobic conditions.
