We have a great post that is coming out that will break this down much more, but more $WOO than you think will be needed to upgrade land and organizations. I know I have previously stated in the discord 100,000 $WOO tokens or less could be a good rule of thumb. I can safely say there isn't enough $WOO that will ever be available to upgrade all cities in every territory fully.

Thanks for that info. Its kind of normal that not every city will be build up fully, like it is in real life.
As I own a very small amount of land on my own I would be happy enough to get one land fully upgraded. And if this stick around 100k $WOO im fine so far :)
