Thanks for Clearing that up for me- as I said I'm just a noob and don't know all about these things.
I thought that Rebellion, Riftwatchers, et al. had been sold with the 'bulk buy discount'.

IF, as you say, CL was the only edition sold with that discount and
IF, as you say, that was the only reason that CL was such a disaster then
I agree.

Sale of the packs have traditionally been 'gamemaker' decision. It still is. Post CL we are trying to get away from bulk discounts. Riftwatcher was a mini-set, it is part of CL. RB is the first set we tried to get out of it, by introducing conflicts, but there were still some bulk discounts, based on vouchers. That is also a concept we are trying to get rid off.

Its like piloting a big ship, it is not so easy to turn quickly.
