I've refreshed and logged out and logged back in but it seems to still be locked.

It's not out yet - the update hasn't happened. They tend to copy and paste the draft patch notes for these summaries, often times without cleaning up the text 😕
Thanks Investygator. Of course that makes sense, it's Update Tuesday. I just wanted to let the team know in case they thought a button they thought they had pressed hadn't been pressed.
